Politización y reversibilidad de las preferencias gubernamentales en política exterior: Chile frente al Pacto Mundial de Migraciones

Las preferencias del gobierno de un país en asuntos específicos de su política exterior pueden ser revertidas, vetadas o modificadas substancialmente como producto de disputas relativamente intensas entre actores domésticos. Este artículo despliega un estudio de caso sobre la retirada de Chile del Pacto de Marrakech sobre las Migraciones en 2018 con el propósito de ilustrar una situación en la que el gobierno de un país dio un viraje en la conducción de su agenda internacional en un asunto que logró niveles de politización significativos en la arena doméstica. Como resultado del estudio, se propone considerar la noción de reversibilidad de las preferencias iniciales del Ejecutivo para estimar comparativamente intensidades distintas en la politización de los temas de política exterior.
